There's definitely a subjective element to it. I go with Sauce allowing a 53.9 passer rating on his targets vs. Surtain allowing an 84.0, but the samples of how and why a CB gets targeted are so biased that this kind of analysis can only go so far. Ultimately we can't measure the throws that are never even attempted in a CB's direction, which was always why Revis's INTs dropped once he got such a reputation for his coverage skills. He had ZERO picks in 2010, despite still posting a good coverage grade and playing for one of the best defenses in the league.
